Statute: K.S.A. 74-3901

The Abstracters’ Board of Examiners licenses abstracters to protect the public in land transactions. Individuals who are appointed, shall currently be and for five years prior to appointment, be actively engaged in the business of making abstracts to real-estate titles in the state of Kansas in the county of which they are a resident. According to K.S.A. 74-3901 the board shall at all times consist of one member who is a resident of a county having a population of less than 9,000 persons; one member who is a resident of a county having a population of more than 9,000 persons and not more than 17,000 persons, and one member who is a resident of a county having a population of more than 17,000 persons.

The public’s need for accounting services of a high quality gave rise to the designation “Certified Public Accountant (CPA)” as a means of identifying those accountants who have met certain minimum state qualifications in higher education, ability, and public accounting experience. The Kansas Board of Accountancy is a regulatory body authorized to carry out the laws and administrative regulations governing CPAs.

The Kansas State Board of Accountancy is a disciplinary board. Membership on the board includes 5 licensed CPAs who are in active practice and 2 public members.

Establish and uphold regulations for licensing adult care administrators, including complaints against administrators. No more than three members of the board may be licensed administrators.

The mission of the Advisory Commission for Children with Special Health Care Needs is to consult with and advise the Secretary of Health and Environment on matters relating to children with special health care needs.

The Advisory Committee on Trauma (ACT) is advisory to the Secretary of Health and Environment on the development and implementations of a statewide trauma system.  Members should have expertise in trauma care and represent both rural and urban interests.  The ACT is composed of 24 members representing physicians, the hospital association, the nurses’ association, EMS, and legislators.

This committee shall expire on July 1, 2021, unless the legislature reviews and reenacts it prior to July 1, 2021

The Advisory Council on Aging analyzes the budget and provides feedback for improvement.  Eleven members are appointed by the Governor and the President of the Senate, Minority leader of the Senate, Speaker of the House, and the Minority Leader of the House shall each appoint one member. The Governor selects the chair. According to statute, at least ½ of the members shall be 60 years of age or older.

The Kansas African American Affairs Commission members devise strategies to address the public policy concerns of the African American community through its partnerships with the state agencies, corporations and foundations. The Commission will serve as a conduit for programs, grants, research, and policy advice for state and local organizations in addressing concerns that are unique to the African American Community in the state of Kansas. Each Congressional District must be represented. No more than four members shall be members from the same political party.

The State Board of Agriculture serves in an advisory capacity to the Governor and the Secretary of Agriculture to review and make recommendations on department legislative initiatives and proposed rules and regulations. According to statute, one member shall be appointed from each congressional district with the remaining members appointed at large; however, no two members shall reside in the same county at the time of their appointment. At no time shall more than five members of the board be members of the same political party. No officer or employee of the Kansas Department of Agriculture shall be a member of the State Board of Agriculture.

The Board administers the Kansas Agricultural Remediation Fund and the remediation reimbursement program. Not more than three voting members shall be of the same political party.

The Kansas Animal Health Board acts as an advisory board to the Livestock Commission. The Board is composed of nine members representing major species or phases of the livestock industry. Membership is a mix of representatives of veterinarians, auction markets, swine industry, dairy cattle industry, beef cattle industry, and licensed dog or cat breeders.

The Athletic Commission supervises all regulated sports and professional wrestling performances held in the state. The Commission is composed of five members representing physicians who are licensed to practice medicine and surgery and who practices in the field of sports injuries, chiropractors, athletic director at a post-secondary educational institution, and members of the general public.

The Athletic Trainers Council licenses and monitors athletic trainers in the State of Kansas.  Membership is composed of athletic trainers and two members appointed by the Board of Healing Arts.

The mission is to protect the public’s health, safety, and welfare from unlawful or unprofessional practitioners who fall under the jurisdiction of the board.  To this end, the agency has defined the statutory credentialing qualifications by establishing, through rules and regulations, minimal educational and experiential requirements that applicants seeking credentialing in each of the regulated groups must satisfy before the board grants the applicable credential. Also, to this end, the board has defined statutorily prohibited conduct through rules and regulations and has defined those acts that constitute unprofessional or incompetent practice. The Committee will provide advice and counsel to the Secretary of the Kansas Department for Children and Families (DCF) on issues that improve opportunities for employment and independent living of Kansans who are blind or visually impaired. The Committee will serve as an advisory body for DCF and, as such, will advise the Secretary and the staff of DCF in matters affecting policies, programs, priorities, and a long-term, strategic direction for the state’s services to Kansans who are blind or visually impaired.

The State Building Advisory Commission evaluates and selects a short list of firms to be interviewed by user agencies for capital improvement projects. They collect and maintain current data on construction costs. The Commission establishes criteria and procedures to evaluate the qualification and performances of contractors providing architectural, engineering, or construction services. They develop and adopt standards for the inspection and acceptance of capital improvement projects. Review state agencies' yearly Capitol improvement project requests and file an advice report with the Director of Budget.  At no time shall more than three of the five members appointed by the Governor be members of the same political party at the time of appointment.

The Capitol Preservation Committee approves all proposals for renovation of all areas of the state capitol, the capitol’s visitor center, and the grounds surrounding the state capitol to ensure that the historical beauty of the areas are preserved.

A cooperative effort among member states to provide for and encourage the economic management of low-level radioactive waste by limiting the number of facilities needed encouraging the reduction of the generation of radioactive waste, and distributing the costs, benefits, and obligations among the member states.

The mission is to assist the governor in developing and implementing a coordinated, comprehensive service delivery system to serve the children and families of Kansas; Identify barriers to service and gaps in service due to strict definitions of boundaries between departments and agencies; facilitate interagency and interdepartmental cooperation toward the common goal of serving children and families; investigate and identify methodologies for the combining of funds across departmental lines; encourage and facilitate joint planning and coordination between the public and private sectors to better serve the needs of children.

The Citizens Utility Ratepayers Board’s purpose is to provide efficient and effective legal and technical representation for residential and small commercial utility ratepayers and to ensure that utilities are allowed to charge only just and reasonable rates to Kansans.

The State Civil Board hears appeals from classified state employees with permanent status under the Kansas Civil Service Act as well as applicants for classified positions who are entitled by law and regulation to appeal to the Board. Nearly all appeals heard by the Board are from classified employees with permanent status who have been dismissed, demoted, or suspended. Members may hold no other public office or public employment. There must be one member from each congressional district and the remainder from the state at large. No more than three members of the board shall be of the same political party.

The board solicits information and opinions from concerned agencies, groups, and individuals on proposed policies and recommendations for the delivery of health, education, and social services for young children from birth through age five with or at risk for disabling conditions and for their families.

The mission of the Kansas Corporation Commission is to protect the public interest through impartial and efficient resolution of all jurisdictional issues. The agency shall regulate rates, service, and safety of public utilities, common carriers, and motor carriers and regulate oil and gas production by protecting correlative rights and environmental resources. No more than two members of the Commission shall belong to the same political party.

This Kansas State Board of Cosmetology is charged with the regulation of the profession of cosmetology and its educational institutions. The purpose of this regulation is to protect the health and safety of the general public as well as that of the licensees. This includes tanning and tattoo facilities.  No more than four members shall be of the same political party.

The purpose of the Creative Arts Industries Commission (CAIC) is to measure, promote, support, and expand the creative industries to drive the Kansas economy, grow jobs, and enhance the quality of life for all Kansans.

The Kansas Credit Union’s purpose is to supervise and regulate credit unions. No member shall serve more than two consecutive terms. No more than four members shall be from the same political party.

The mission of the Kansas Commission for the Deaf and Hard of Hearing is to advocate for and facilitate equal access to quality, coordinated, and comprehensive services that enhance the quality of life for Kansans who are deaf and hard of hearing.

The Kansas Dealer Review Board confers on matters related to regulations to improve dealer practices, makes suggestions and recommendations for changes in current law relating to vehicle sales, acts as a resource for vehicle industry problems, and provides expertise to uncover operating problems created by current law while balancing problems against the greater public interest.

The purpose of the Kansas Dental Board is to adopt rules, issue licenses, and conduct hearings to revoke or suspend licenses. Members may not serve more than two consecutive terms.

The Council on Developmental Disabilities is federally funded. The mission is to advocate for systems change to increase productivity, independence, integration, and inclusion of people with developmental disabilities in Kansas communities.

The Kansas Development Finance Authority’s purpose is to promote economic development and the general welfare of the state of Kansas by improving the accessibility to long-term capital financing by state agencies, political subdivisions, public and private organizations, and businesses. The authority structures financing for capital projects and programs through the issuance of taxable and tax-exempt bonds or other debt instruments. The Authority also serves as a source of information on capital finance mechanisms available to state and local governments and to certain private enterprises.

The Kansas Commission on Disability Concerns (KCDC) is a catalyst for change in government for all people with disabilities. Of the members appointed by the governor, preference shall be shown for Kansans representing each of the following: Industry, Labor, Community-Based Independent Living Programs, Rehabilitation Programs, Education Programs, Disability or Rehabilitation Research Programs, and Private, Non-Profit Organizations serving Kansans with disabilities. At Least eight of the members appointed by the Governor shall be Kansans with disabilities.

This council was created to implement the compact created with the assistance of the Department of Defense (DOD) and the Council of State Governments to provide solutions to problems that encumber the educational experience for the children of military families because of frequent moves and deployment of their parents.

The Commission on Emergency Planning and Response (CEPR) oversees 105 Local Emergency Planning Committees (LEPC) and supports communities, industries, and government agencies by facilitating a coordinated effort in disaster preparedness, response and recovery, as defined in the Kansas Emergency Management Act, K.S.A. Chapter 48, Article 9.

The Commission on Emergency Planning and Response’s purpose is to facilitate a coordinated effort to mitigate, prepare, respond, and recover from emergencies and disasters in Kansas.

The Kansas Board of Emergency Medical Services exists primarily to ensure that quality out-of-hospital care is available throughout Kansas. This care is based on the optimal utilization of community resources that are consistent with the patient’s needs. The delivery of optimal care is supported through the adoption of standards, definition of scopes of practice, and provision of health, safety, and prevention education and information to the public, Emergency Medical Services services/agencies, Emergency Medical Services providers/instructors, related health care professionals, and other public service and political entities. The Board regulate, enforce, allocate, and make decisions in compliance with the Emergency Medical Act for all emergency medical services and providers.

The Commission makes annual recommendations to the Governor, Legislature, and state agencies on strategies to increase the rate of competitive integrated employment for Kansans with disabilities.

The Employment Security Board of Review accepts and reviews appeals from referee’s decisions and makes decisions in a timely manner.

The Kansas State Fair Board is to act as the showcase of Kansas agriculture, commerce, and industry, to provide for education and entertainment, and to present a comprehensive format that satisfies the needs and desires of people from all walks of Kansas life. It is incumbent that the total fair effort emphasizes the importance of youth and the family, public and private entities, individuals and the entire population of the state.

Provide for a traveling instruction service to train firefighters in the jurisdictions of this state requesting such instruction.

Advise on matters concerning the memorial of Kansas firefighters on the state capitol grounds and make recommendations regarding appropriate activities memorializing or commemorating the services of firefighters in Kansas.

Statute: K.S.A. 25-4119a

The Kansas Governmental Ethics Commission is charged with administering, interpreting, and enforcing the Campaign Finance Act and laws relating to conflict of interests, financial disclosure, and the regulation of lobbying. No member can have a history of holding a party office, elected official, Secretary, lobbyist, or vendor to the state. There are 9 members, with 2 being appointed by the Governor. The Governor selects the chair of the commission.

The Kansas Guardianship Program Board of Directors is a partnership involving the State of Kansas and its citizen volunteers to assist certain adults legally determined to be unable to manage for themselves. The board consists of 7 members, with the Governor appointing 6. Members shall have knowledge and interest in issues relating to guardianship and conservatorship and the needs of adults adjudicated disabled.

The Kansas State Board of Healing Arts regulates eleven health care professions and ensures that health care professionals meet and maintain certain qualifications in order to protect the public from incompetent practice, unprofessional conduct, and other proscribed behavior by individuals who have been credentialed to practice in Kansas.

The Board of Examiners for Hearing Aids regulates the licensing of examiners and market of hearing aids. One member from a list of three nominated by the Kansas Hearing Aid Association and one member from a list of three nominated by the Kansas Speech Language and Hearing Association, both of which are licensed in the state as hearing instrument fitters and dispensers. One licensed hearing instrument fitter and dispenser who is not an audiologist. Two public members who are not currently engaged in the practice of fitting and dispensing hearing instruments. All members are appointed by the Governor for a term of three years.

The Kansas Hispanic and Latino American Affairs Commission (KHLAAC) coordinate, assist and cooperate with the efforts of State departments, agencies and public and private organizations to serve the needs of Hispanics especially in the areas of culture, education, employment, health, housing, welfare, and recreation. Members may serve no more than two terms. No more than four members shall be of the same political party.

The Kansas Human Rights Commission eliminates and prevents discrimination and assures equal opportunities in the state of Kansas in all employment relations, all places of public accommodations, and in housing. No more than four members of the Commission shall be from the same political party.

The mission of the Kansas Statewide Independent Living Council (SILCK) is to develop a State Plan through external input, which ensures independent living for Kansans; advocate for the accomplishment of the State Plan objectives; monitor, review, and evaluate the implementation of the plan; and be a statewide catalyst for independent living.

Independent living demands consumer empowerment, control, equal access, and integration. The vision of the State Plan for Independent Living in Kansas is an inclusive community that would enable Kansans to live in the environment of their choice. The plan shall ensure that there are civil rights in place for total integration.

The statutory mission of the State Board of Indigents Defense Services is to provide, supervise and coordinate, in the most efficient and economical manner possible, the constitutionally and statutorily required counsel and related service for each indigent person accused of a felony and for such other indigent persons as prescribed by law. No more than five members shall be from the same political party. No member of the board shall serve more than two consecutive three-year terms.

The Information Network of Kansas (INK) was created by an act of the Kansas State Legislature (K.S.A. 74-9302) in 1990 to provide Kansans equal electronic access to state, county, local, and other public information. INK provides Kansans equal access to governmental data via the Internet. INK is a model for public/private cooperation. It is a government service administered for the good of the public while benefiting from the entrepreneurial spirit and efficiencies found in private business. INK provides electronic access for members of the public to public information of agencies via a gateway service.

Oversee and administer the state’s participation in the Interstate Compact for Adult Offenders Supervision and develop policies concerning the operations and procedures of the compact within the state. Enhance public safety by regulating interstate movement and providing effective tracking, supervision, and rehabilitation of criminal offenders.

Statute: K.S.A. 75-7007

The Kansas Advisory Group on Juvenile Justice and Delinquency Prevention was established by the Governor in accordance with K.S.A. 75-7007 and as directed by Section 223(a) (3) of the Juvenile Justice and Delinquency Prevention Act (JJDPA) to determine, advocate for, and promote the best interests of juveniles in Kansas. Reflecting its purpose, the Kansas Advisory Group reviews juvenile justice policy, advises policymakers on issues affecting the juvenile justice system; and strives to keep Kansas in compliance with the federal JJDPA act. At least 1/5 of the members must be under the age of 24 at the time of appointment. At least 3 members shall have been or currently be under the jurisdiction of the juvenile justice system.

The mission is to settle existing disputes and remove causes of future controversy between the states of Colorado and Kansas concerning the waters of the Arkansas River and their control, conservation, and utilization for irrigation and other beneficial purposes and equitably divide and apportion between the states of Colorado and Kansas the waters of the Arkansas river and their utilization as well as the benefits arising from the construction, operation, and maintenance by the U.S. of the John Martin Reservoir Project for water conservation purposes.

The states of Kansas and Missouri agree to faithful cooperation in the future planning and development of the metropolitan culture district, holding in high trust for the benefit of its people and the nation.

Facilitate cooperation of the appropriate state agencies in Kansas and Oklahoma in matters pertaining to the Arkansas River Basin and water law.

Statute: K.S.A. 75-2251

They advise the director of architectural services and the secretary of the state historical society regarding memorials to law enforcement officers on the State Capitol grounds; make recommendations to the Governor and legislature regarding activities commemorating the services of Kansas Law Enforcement officers; may solicit grants, gifts, contributions, and bequests for the memorial(s).

Statute: K.S.A. 75-2546                    

The State Library of Kansas board shall advocate for statewide library services and resources, advise and counsel the state librarian on policies and management, review/approve annual plans of regional systems of cooperating libraries, promote collaboration with the state Board of Regents to ensure the inclusion of libraries on the KAN-ED network and recommend statewide priorities for interlibrary cooperation.

Statute: K.S.A. 74-8709            

They police the lottery in the state of Kansas. The commission shall consult with and advise the executive director relating to the operation of the state lottery, shall assist the director in the establishment of policies, and shall review and approve the proposed annual budget for the Kansas lottery prepared by the executive director.  Not more than three of the five members shall be of the same political party.

The Midwestern Higher Education Commission’s purpose is to provide greater higher education opportunities and services in the Midwestern region, with the aim of furthering regional access to, research in and choice of higher education for the citizens residing in the several states which are parties to this compact.

Created by an executive order to address the issue of federal base relocation and to facilitate and work with the communities affected by the increase in the number of active duty armed service members and families based at Ft. Riley.

Statute: K.S.A. 74-1701a             

The State Board of Mortuary Arts’ mission is to ensure that licensees perform their professional services in a manner that provides maximum protection of the health, safety, and welfare of the people of Kansas. The governor appoints five members. Three of the members shall hold an embalmer’s license and have a minimum of five consecutive years’ practice of embalming and shall be currently engaged in the practice of embalming and in the care of and disposition of dead human bodies in Kansas. Two members shall represent the general public.

Statute: K.S.A. 65-7214

Naturopathic medicine is defined to include such procedures as venipuncture, naturopathic acupuncture, and minor office procedures. Naturopathic doctors may not perform surgery, practice obstetrics, administer ionizing radiation, or prescribe, dispense, or administer any controlled substances or any prescription-only drugs except those listed on the naturopathic formulary adopted by the Kansas board. The council consists of five members, with the governor appointing a member of the general public, three naturopathic doctors appointed by the Board of Healing Arts, and the president or designee of the Board of Healing Arts. Insofar as possible, persons appointed to the council shall be from different geographic areas.

Statute: K.S.A. 74-1106

The board adopts rules and regulations to carry out the Act and creates standards for professional and practical nursing programs and mental health technician programs. The board accredits schools and approves courses of study. The Board examines, licenses, and renews the licenses of duly qualified applicants and conducts hearings upon charges for limitation, suspension, or revocation of a license or approval of professional and practical nursing and mental health technician programs. Examinations for applicants for registration are given at least twice a year.

Statute: K.S.A. 65-5404

The Occupational Therapist Council provides for and conducts all examinations, determines the applicants who successfully pass the exam, duly registers such applicants, and adopts rules and regulations. The governor appoints three occupational therapists from different geographical areas, and the Board of Healing Arts appoints a physician, along with the president or designee of the Board of Healing Arts serving on the council.

Statute: K.S.A. 74-1501

Four members are selected from a list of four or more names for each appointment submitted by the Kansas Optometric Association or its successor. Those four appointees must have been engaged in the actual practice of optometry in the State of Kansas continuously for five years and are residents thereof. One member must be representative of the general public. No member may be appointed for more than three successive three-year terms.

Statute: K.S.A. 74-5606

The Commission on Peace Officers Standards and Training may suspend, revoke, or deny the certification of a police or law enforcement officer who fails to meet the requirements of the Kansas Law Enforcement Training Act or has met such requirements by falsifying documents or failing to disclose information required for certification. They provide accredited instruction, which is required for the permanent appointment of full-time police and law officers. The Governor appoints 10 out of 12 board members. The governor appoints 1 sheriff with a population less than 50,000, 1 sheriff with a population more than 50,000, 1 sheriff from a population with less than 10,000, 1 chief of police each from a city of 1^st, 2^nd, and 3^rd class, 1 training officer, 1 law enforcement officer, 1 county or district attorney, and 1 public member.

Statute: K.S.A. 47-1725

The purpose of the Pet Animal Advisory Board is to make recommendations concerning the rules and regulations for the KS Pet Animal Act. The governor makes 10 appointments: 1 representative of an animal shelter or pound, 1 representative of a research facility, 1 animal breeder, 1 pet shop operator, 1 veterinarian, 1 animal distributor, 1 hobby breeder, 1 kennel operator, and 1 public member.

Statute: K.S.A. 74-1603

The Board of Pharmacy licenses and registers entities conducting business relating to the practice of pharmacy; they protect public health and welfare against unprofessional, improper, and unauthorized practice of pharmacy.  Board members have a limit of 2 terms. The governor appoints 7, with 6 of the appointees being licensed pharmacists with a minimum of 5 years of practice and 1 public member.

The Physical Therapy Advisory Council advises the State Board of Healing Arts on the examination and registration of physical therapists. The governor appoints 3 licensed physical therapists who have at least 3 years’ experience. Limit to 2 terms.

The Physician Assistant Council advises the State Board of Healing Arts regarding issues involving physicians’ assistants. The governor has 3 appointments.

Statute: K.S.A. 75-4221a

The Pooled Money Investment Board provides investment policy for state idle funds. They invest the money available from the State General Fund and the hundreds of other state funds deposited with the state treasurer. The Pooled Money Investment Board also provides investment management services for other state agencies with investment portfolios, such as the Kansas Department of Transportation and Health Care Stabilization funds. The governor appoints 4 people with at least 10 years of direct work experience in the areas of finance, accounting, or management of investments or shall have at least a bachelor’s degree and at least 5 years of direct work experience in the same areas. No more than 3 members of the same political party. The governor selects the chair.

Statute: K.S.A. 55-1803 

The Council shall develop programs and projects to enhance consumer and employee safety and training, provide research and development to improve existing propane technology and increase the efficiency of propane use. KanPerc is also in charge of designing other programs to educate the public about the safety and environmental aspects of propane.

The Public Employee Relations Board establishes procedures for the prevention of improper public employer and employee organization practices. The governor appoints 1 representative of public employees, 1 representative of public employers, and 3 people from the public at large who shall hold no other public office or public employment. The chair is selected by the board.

The Racing and Gaming Commission protects the integrity of the racing and gaming industry through the enforcement of Kansas laws. Members appointed to the board shall have been a resident of Kansas for a continuous period of not less than 5 years immediately preceding appointment and have no conviction of a felony at any time prior to appointment. There shall be at least 1 representative from each Congressional District.

The Radiologic Technology Council assists the State Board of Healing Arts in carrying out the provisions of the Radiologic Technologists Practice Act. Members appointed by the governor shall have at least 3 years of radiologic technology experience and be actively engaged in Kansas in the practice or teaching of radiologic technology.

The Real Estate Appraisal Board regulates Real Estate Appraiser’s licenses, provides access to appraisers’ education resources, and informs appraisers of industry news.

The Kansas Board of Regents is a nine-member body, founded in 1925 and established in the Kansas Constitution, which governs the six state universities and coordinates the state’s public higher education system (six state universities, one municipal university,19 community colleges, and six technical colleges).

In addition, the Board administers the state’s student financial aid, adult education, GED, career technical education programs, and the state university retirement plans. The Board also approves private proprietary schools and out-of-state institutions to operate in Kansas and administers the Kan-ed network, a statewide network that provides broadband Internet access and distance learning capabilities for schools, hospitals, and libraries. 

Kansas Board of Regents members work on various councils and committees throughout the year. The work performed is primarily in the education field.  The results of these studies are then used to allocate funds, distribute support materials, and make administrative decisions. Statutorily, there must be a member from each Congressional District; no two members can reside in the same county at the time of appointment, and not more than five members may be members of the same political party.

The Respiratory Care Council conducts examinations and registrations of applicants in the field of respiratory therapy. The governor appoints 3 respiratory therapists and 2 public members.

The Kansas Sentencing Commission develops post-implementation monitoring procedures and reporting methods to evaluate guideline sentences. The commission advises and consults with the secretary of corrections on various issues and consult and advise the legislature as to implementation management, monitoring, maintenance, and operations of the sentencing guidelines system. Coordinates Statistical Analysis Center Grants (SAC) in Kansas. The Sentencing Commission also tracks and reports custodial deaths on national crime registries to agencies on state and national levels. No more than three members appointed by the governor shall be of the same political party. Members are eligible for reappointment.

The State Use Law Committee advises the director of purchases on issues surrounding the purchase of products and services provided by blind or disabled persons.

Responsible for recommending qualified individuals for appointment to the Kansas Supreme Court and the Kansas Court of Appeals. The Commission only meets when there is a vacancy on the Supreme Court or the Kansas Court of Appeals. Members may not serve more than two terms. Statutorily, the board must have one non-lawyer from each Congressional District, and public members may not hold any other public or politically appointed position six months prior to appointment. All appointments by the governor shall be without regard to the political affiliations of the appointees.

Ensures that all property in the state is assessed for tax purposes in an equal and uniform manner in accordance with the Kansas Constitution and state statutes. Impartially resolves disputes between taxpayers and taxing authorities. It also reviews tax exemption decisions made by local governments, grievances resulting from technical errors, and corrects tax inequities.

The State Board of Technical Professions registers and licenses engineers, architects, surveyors, and landscape architects. The board is composed of four engineers, two land surveyors, three architects, one landscape architect, one geologist, and two public members appointed by the governor. Engineers, land surveyors, and architects must have practiced for at least eight years. Limit to three terms.

The Council on Travel and Tourism advises on the development of new tourist attractions in Kansas and on the expansion of existing tourist attractions. The council consists of seventeen members, with eleven appointed by the governor. The governor accepts nominations from the travel industry association, restaurant and hospitality association, petroleum marketers and convenience store association, and sport hunting association, and six shall be appointed to represent the general public.

The Kansas Turnpike Authority (KTA) oversees the development and maintenance of the Kansas Turnpike. The KTA consists of five members, with the governor appointing two. The governor’s appointees must be Kansas residents and owners of KTA revenue bonds. The secretary of transportation, the chairperson of the Senate Committee on Transportation, and the chairperson of the House Committee on Transportation also serve on the board.

The University of Kansas Hospital Authority is the public oversight body that governs the operations of the hospital at the University of Kansas Medical Center.

K.S.A. 76-3302:

. . . the needs of the citizens of the state of Kansas and of the university of Kansas medical center and its health sciences schools will be best served if the university of Kansas hospital is transferred to and operated by an independent public authority charged with the mission of operating a teaching hospital for the benefit of the university of Kansas medical center, providing high quality patient care and providing a site for medical and biomedical research.

The authority shall be governed by a nineteen-member board of directors. Thirteen of the members shall be appointed by the governor. Members appointed by the governor shall be representatives of the general public who are recognized for outstanding knowledge and leadership in the fields of finance, business, health-care management, health care providers, legal affairs, education, or government. Of the thirteen members representing the general public, there shall be at least one member from each congressional district. Six members shall be ex-officio voting members consisting of the chancellor of the University of Kansas, the executive vice chancellor of the University of Kansas Medical Center, the executive dean of the University of Kansas School of Medicine, the chief of staff of the University of Kansas Hospital medical staff, the president of the authority, and the dean of the University of Kansas School of Nursing. The governor makes appointments based on a slate of candidates he receives from the authority. Members appointed by the governor are not eligible to serve more than three consecutive terms.

The advisory board shall advise the director of the Kansas Commission on Veteran’s Affairs Office on all veteran services, including the implementation and administration of the Veterans Claims Assistance program. The governor’s appointees shall be veterans and will be considered from a list of three nominations submitted to the Governor by any veteran’s service organization.

The Board of Veterinary Examiners promotes health, safety, and welfare by examining and licensing applicants for veterinary medicine. The board also inspects and registers licensed veterinarians. Six licensed veterinarians are appointed to the board that has at least 3 years’ experience. There shall be a mix of veterinarians representing both the rural and urban populations, as well as veterinarians who work with big and small animals.  One public member will be appointed who must be a resident of the state for five years or longer. They also cannot have a spouse or family member who is a veterinarian, and they must have no education in veterinarian medicine.

The Kansas Volunteer Commission prepares a national service plan for the state. The commission ensures outreach to diverse community-based agencies.  It administers certain grant programs. Board members come from several different categories:  youth education, seniors, local government, labor, business, youth 18-25, and a national service program representative.  Board members are also to be diverse with respect to race, ethnicity, age, gender, etc.
