Proclamations
Governor Kelly's Office provides proclamations to recognize and celebrate historic and cultural milestones and increase awareness of significant issues important to Kansans. Please review the information below before requesting a proclamation.
Policy
- The Governor's Office reserves the right to decline any request for a proclamation.
- Proclamations are honorary and not legally binding. The issuance of a proclamation does not constitute an endorsement by the governor.
- No proclamation may be used as part of an advertisement or commercial promotion without express written permission from the Governor's Office.
- The governor and her staff reserve the right to edit final language and make exceptions to the policy or criteria at their discretion
- Proclamations are not issued in honor of people, private businesses, or specific events without historical significance.
- Duplicate requests for the same proclamation will not be honored.
- Individuals should not request a proclamation unless they have been designated to do so on behalf of a larger group.
- A maximum of three (3) copies of a signed proclamation will be provided to the requestor.
Criteria
- Requests must be made by a Kansan or Kansas organization. All out-of-state requests will be declined.
- Requestors are required to submit a draft in 11pt font, not to exceed 250 words, that includes at least five (5) WHEREAS clauses and one (1) THEREFORE clause.
- Any included statistics must be cited. We request use of the most up-to-date statistics available.
- Requests must be submitted electronically.
- The deadline to submit a request is the 15th of the month preceding the observed date. Proclamation requests submitted after the due date will be denied.
- You are strongly encouraged to submit your request at least 8 weeks in advance of your observance date. Requests will not be accepted more than three months in advance.
Issuance Options
- Official signing ceremony: You may request for your group to be present at an official Statehouse signing ceremony with Governor Kelly. Signing ceremonies are scheduled once each month at the discretion of the governor and if her schedule allows. Group sizes are strictly limited to 10 people. Groups must have a minimum of 5 participants to be considered for this option.
- Proclamation by mail: You may request to have a proclamation signed and mailed to your specified address, with no ceremony participation.
