Can the Governor assist with an issue involving my city, my county, or an elected official?

Kansas is a “local control” state. The governor cannot, absent clear statutory authority, interfere on the local level without the permission of city or county officials. The Governor’s Office does not have any jurisdiction over issues decided upon by other elected officials. Examples of these include issues that involve local law enforcement, county jails, mayors, county commissioners, and city councils. These issues are better handled by your local elected officials and your Kansas State Representatives. Can the Governor assist with judicial matters such as ongoing cases or complaints?

As the head of the Executive Branch, the governor does not have authority over judicial matters. Examples of these include complaints against judges and lawyers, pending charges, family court, or other legal offices or institutions. These concerns are better addressed by the Kansas Judicial Center.

Can the Governor issue or grant a pardon or clemency?

The governor can issue executive clemency to individuals. However, there is an application and review process that must be followed before the governor can consider requests. An application must be sent to the Prisoner Review Board before a recommendation is sent to the pardon attorney in the Governor’s Office for the governor to take final action.

Can the Governor’s Office help with a question or concern with a federal department or program? 

As the head of the state’s Executive Branch, the governor does not have authority over any federal programs or agencies. Examples of issues that fall under the federal government include Supplemental Security Income or Social Security Disability Insurance (SSI/SSDI), Medicare, immigration, student loans, and veteran affairs. These matters are better handled by members of the federal delegation.

Can the Governor help me with identity theft, filing a complaint against a business, or with the Kansas Bureau of Investigation?

As head of the Executive Branch, the governor does not have the authority to assist with these matters. These matters are best handled by the attorney general. Examples of issues that fall under the authority of the attorney general are complaints against a business or charity, identity theft or fraud, and the Kansas Bureau of Investigation.
