Sebelius appoints four to Public Finance Transparency Board

Governor Kathleen Sebelius has appointed Doug Anstaett, Charles Jones, Denise Moore and Secretary of Revenue, Joan Wagnon to the Public Finance Transparency Board.

“We’ve eliminated more than a billion dollars in government waste over the past five years,” Sebelius said. “To further that success, we must continue to examine every aspect of the way government does business. This board will help us in that effort.”

The Public Finance Transparency Board, created by the legislature in 2007, will oversee the creation of a new central computer system and searchable Web site for state agency expenditures and revenues, bonded indebtedness and other budgetary information.

Anstaett, Topeka, holds a bachelor’s degree in journalism and mass communications from Kansas State University. Anstaett worked for 30 years in the daily newspaper industry, including 16 years as editor and publisher of the Newton Kansan. In 2004, Anstaett was named executive director of the Kansas Press Association.

Jones, Lawrence, has biology degree from the University of Kansas and a master’s in Public Administration from Harvard University’s Kennedy School of Government. A member of the Douglas County Commission, Jones is also Director of the KU Public Management Center and a member of EPA National Advisory Committee on Environmental Policy and Technology.

Moore, Tecumseh, is a graduate of Wichita State University, holds a degree in computer science from the University of Kansas, and received her master’s degree in business administration from Washburn University. Currently, Moore is the Chief Information Technology Officer for the Executive Branch and the Director of the Kansas Division of Information Systems and Communications.

Wagnon, Topeka, served for 12 years as a member of the Kansas House of Representatives before being elected mayor of Topeka in 1997. In 2003, Wagnon was appointed Secretary of the Kansas Department of Revenue.
