Sebelius appoints four to government efficiency group
Accountability, efficiency and cooperation are goals of council

Taxpayers benefit from efficiencies created by cooperation between different levels of government.

To promote collaboration between state and local governments, Governor Kathleen Sebelius has appointed Jeremy Anderson, John Arnold, Willis Heck, Judy Lair, and Jack Rowlett Jr., to four-year terms on the Kansas Advisory Council on Intergovernmental Relations.

“Kansans are better served when governments work together.  That reduces overlap, increases efficiency and provides better results. This group brings a broad range of experience to the table, and will contribute to making Kansas governments more efficient,” Sebelius said.

The advisory council engages in continuous study of the services provided by the various types and levels of government within the state.

Jeremy Anderson, Lawrence, graduated with a bachelor’s degree in political science and a master’s degree in public administration from the University of Kansas.  He serves as director of governmental affairs and policy for Governor Sebelius.

John Arnold, Topeka, is currently a consultant after having spent more than four decades in public service, most recently as chief administrative officer for the City of Topeka.  He holds a bachelor’s degree and master’s degree from the University of Kansas in personnel and public administration, respectively.

Judy Lair, Piqua, is vice president of the SEK Education Service Center, having graduated from St. John’s College in Winfield and Pittsburg State University.  She is a member of the USD 366 Board of Education, as well as the board of directors for the Kansas Association of School Boards.

Jack Rowlett, Jr., Paola, is the owner of J&L Distributors, Inc., a Miami County-based company involved in oil and gas development, sales and residential construction. He currently serves on the Paola City Council and is a former member and president of the USD 368 Board of Education.

Willis Heck, Newton, is currently serving as mayor of the city after a 39-year career in education, ranging from teaching to serving as a superintendent.  He holds a bachelor’s degree from Sterling College and a master’s degree from Emporia State University.  Heck also serves on the board of trustees for the Newton Medical Center.
