Harkins named director of Kansas Energy Office
Judgeship serves Dickinson, Geary, Marion, and Morris counties

To better focus the state’s energy efforts, Governor Kathleen Sebelius has named Joe Harkins director of the Kansas Energy Office at the Kansas Corporation Commission. 

“Increasing energy efficiency and promoting the use of renewable energy are both critical to our state’s future prosperity.  Joe’s leadership and extensive management experience will be essential as we implement a strong state energy program,” Sebelius said.

Sebelius said she expects the energy office to play an expanded role in the development of new energy efficiency programs, providing staff support to the Kansas Energy Council and the Kansas Electric Transmission Authority.  It will also coordinate the energy related programs operated by several different state agencies.

Jim Ploger will maintain his responsibilities of Energy Efficiency and Renewable Energy director and will continue working closely with Harkins on these initiatives.

Harkins currently serves as special assistant to the Governor. He has served in various leadership positions in state government, including director of the State Water Office and secretary of the Kansas Department of Health and Environment. He retired as director of the University of Kansas Public Management Center in 2003.

Harkins’ appointment is effective February 12.
