Kansas receives Presidential Emergency Declaration for hurricane
Governor Sebelius’ request for 100 percent reimbursement authorized

Governor Kathleen Sebelius has received notice that President George W. Bush signed a Presidential Emergency Declaration for the state of Kansas on Saturday, Sept. 10. Gov. Sebelius made the request Tuesday, Sept. 6, in response to the need for relocating evacuees from Hurricane Katrina.

The Federal Emergency Management Agency asked for assistance from the State of Kansas to relocate evacuees from states impacted by Hurricane Katrina. Governor Sebelius requested 100 percent federal reimbursement for all costs associated with the relocation effort in Kansas, including emergency protective measures, direct federal assistance and crisis counseling.

“Hurricane Katrina is truly a disaster that affects us all,” said Sebelius, “not just emotionally, but financially, as well. Its impact will be felt across the nation for years to come. We’ll certainly do what we can to help those seeking shelter and support in Kansas.”

On Sept. 1, the Governor declared a state of disaster emergency for the state of Kansas and directed the use of the Kansas Response Plan to assist in Kansas’ response to the disaster situation in the Gulf Coast states. Kansas has been involved in this relief effort since Sept. 1 and is continuing to plan for and assist in response activities to help those in need.

Governor Sebelius asked for the presidential declaration under the provision of Section 501 (a) of the Robert T. Stafford Disaster Relief and Emergency Assistance Act, 42 U.S.C. §§ 5121 - 5206 (Stafford Act) and implemented by 44 CFR § 206.35.
