Governor Sebelius appoints nine to the Liquefied Petroleum Gas Advisory Board

Governor Kathleen Sebelius has announced her appointment of nine individuals to the Liquefied Petroleum Gas Advisory Board.

The Liquefied Petroleum Gas Advisory Board advises the Governor and the State Fire Marshal regarding changes in rules and regulations concerning liquefied petroleum gas. The board was created by the Kansas Propane Safety and Licensing Act.

“The safety and security of Kansans is of the utmost concern to me,” Governor Sebelius said. “We must be certain that liquefied petroleum gas is handled in a safe manner, and I’m confident these individuals will work to ensure that is the case.”

Roxie Ann Baer, Clay Center, is the safety and compliance officer for Propane Central, LLC. Baer works with outreach programs in which she teaches anatomy and Physiology, general biology and medical office vocabulary at Cloud County Community College and Barton County Community College. Baer received her Bachelor’s degree in biology from Fort Hays University. Baer will serve a three-year term.

Charles L. Coggins, Garden City, is the company safety director and operations manager of High Plains Energy, L.L.C. Coggins graduated from Kansas Wesleyan University and has worked in the propane industry for seven years. Coggins will serve a two-year term.

Representative Doug Gatewood, Columbus, has 31 years experience as the owner and operator of Custom Automotive Interiors. Gatewood graduated with a technical degree from Pittsburg State University. Gatewood will serve a two-year term.

Earl W. Gruver, Shawnee, is a store manager relief for Kirk Gases and Welding Supply. He has served on the Neighborhood Conservation Program Executive Committee and Downtown Overland Park Partnership. Gruver has worked in engineering for the United States Marine Corp., the Kansas Army National Guard and the United States Air Force Reserves. Gruver will serve a two-year term.

James R. Jones, McPherson, is a manager, environment, health and safety for the National Cooperative Refinery Association. Jones has a Master of Engineering degree, specializing in safety and health from Texas A&M. He has been in the oil and gas industry for 32 years. Jones will serve a three-year term.

Earl G. Mueller, Marion, has been president and manager of Cardie Oil since 1971. An employee of the company since 1957, Mueller has been a member of Propane Marketers Association of Kansas since the 1960s and Petroleum Marketers and Convenience Store Association of Kansas since 1962. Mueller served in the guided missile group of the U.S. Army. Mueller will serve a two-year term.

Greg Noll, Winchester, is district manager for Ferrellgas in Topeka, Perry and Winchester, Kansas, and Savannah, Kearney and Platte City, Missouri. He works to train employees and implement service centers. Noll has worked for Ferrellgas for almost 30 years, since he graduated from Emporia State University. Noll is a Board of Education Member and a retired officer of the Jefferson Township Fire Department. Noll will serve a three-year term.

Nancy Sue Peachey, Pratt, is president and owner of Peachy Insurance Agency, Inc. Peachy has worked in banking and insurance and has owned her agency since 1996. Peachy has been a member of the USD 382 Board of Education and the South Central Kansas Special Education School Board. Peachy will serve a three-year term.

Brian Winkler, Seneca, is the operation manager of Nemaha County Cooperative. Winkler has worked there since 1984 as a fertilizer custom applicator, feed mill operator and a branch manager. Winkler is a member of the Nemaha Rural Fire District and is a certified first responder for the fire department. Winkler will serve a two-year term.
