EXECUTIVE ORDER 03-03

WHEREAS,  the Kansas Agency Network (Kans-A-N) is provided for official government business;

WHEREAS, some state agencies under the jurisdiction of the Governor permit state employees to use the Kans-A-N telephone system and network for placing personal long distance telephone calls. At the end of a billing period, agencies distribute copies of telephone bills to employees. The employees identify their personal long distance telephone calls and write individual checks to the State to pay for their personal long distance calls.

WHEREAS, the system of agencies re-producing agency telephone bills, distributing them to agency employees for reimbursement of employee personal long distance calls, and processing the reimbursement checks creates waste and inefficiency.

NOW THEREFORE, pursuant to the authority vested in me as Governor of the State of Kansas, I hereby direct all agencies under the jurisdiction of the Governor to:

  1. Terminate any policies, procedures or practices of permitting or state employees from using the Kans-A-N network for personal long distance telephone calls, and
  2. Terminate any policies, procedures or practices permitting the distribution of agency telephone bills and the collection of individual reimbursement checks by employees for individual personal long distance telephone calls.

This Executive Order is not intended to prohibit state employees working beyond their standard duty day in furtherance of state business, or those state employees out of town over night on state business, from using the Kans-A-N network to notify or contact family.

This document shall be filed with Secretary of State as Executive Order No.03-03 and shall become effective immediately.
